The purpose of this website is to throw full light on the work mass accomplished during my 30 years of service in the European public service. To do this, the various produced/published documents during this period were consolidated
and catalogued on a systematic basis according the materials concerned, the presentation been based on a simple schema (see Methodology). Our motivation was to publicize this work beyond its confines
currently limited to regular users within the European Institutions and to counteract the tendency of certain administrative and political circles hostile to science to restrict its dissemination and even shadow it in the archives, especially after my retirement on a pension scheme end of 2011.
The various documents (Studies, Working papers, Reports, Fact sheets, etc.) listed therein have been developed either by myself or by officials, experts, researchers, consultants, interns,
etc., who have worked individually or collectively under my direction, within the different Divisions, Units, Working groups, etc., that I have directed over the years.
In fact, these documents are a veritable arsenal of data - both of "heavy" type (in-depth analysis), and "light" type
(synthesis or abbreviated presentation) - listed, analyzed and synthesized in a systematic way and which can still be useful when updates or in-depth review of the topics in question takes place.
The website follows the structure of the Document "General Catalogue of the Documents
published by or under the direction of Dr. Angel ANGELIDIS in the field of European policies 1988-2011", Doc PE 442.239, B-7/REV FR-11-2011. It covers several areas that fell within my competence as head of Division, then as Counselor, within the General
Secretariat of the European Parliament (1988-2011). The website also contains references to other works I made previously as a principal administrator in the European Commission (1979-1987). I've added the references of the works completed after my retirement
(end of 2011).
The work carried out is divided into
twelve categories (cf. APPENDIX) that correspond to an intra - and inter-sectorial logic, the primary sector (agriculture, forestry, fishing) been by its very nature closely linked to regional development,
SMEs, trade policy, environment, cooperation for development and the budget. Moreover, these works correspond perfectly to the overall challenging of the sectors in question during the period in question.
It should be noted that the website is limited to quote titles of elaborated/published documents - assorted, in some cases,
by summaries or abbreviated presentations - the full text of the documents in question been of significant size that does not allow their electronic display.
Thus, the Reader is invited to seek the document that interests him in the APPENDIX (Categories of Documents), click on the category that best suits to it and download the available

The quoted works are the culmination of programs and multidisciplinary research projects, designed by myself and realized thanks to the motivation and competence of my team composed of researchers from different origins and formations,
who - recruited on basis of their professional qualifications and animated by their supervisor - were able to implement a comprehensive, objective and independent research at the service of the European Union, which more than offset the chronic deficit of
administrative means put at our disposal.
These documents
were written, edited, published and distributed within the European Institutions. Several of them served as technical support for the preparation of the opinion of the European Commission (in particular in the enlargement to Greece, Spain and Portugal) and
of the European Parliament (opinion in the framework of the EP consultation for the implementation of the annual legislative program submitted by the European Commission or of own-initiative reports).
Some of them have been extremely innovative for their time, as for example the working document on the “Bovine
Spongiform Encephalopathy” (BSE/BSE) published in 1990, which was among the pioneers to take a stand against the problem, having advanced the thesis (afterwards verified by scientific research) that the prion was the pathogen of the “mad
cow disease” and that the contaminated animal feeding stuffs were the vector of transmission of this disease (confirmed by the findings of the Vasco GARCIA report).
Others were at the base of new actions of the Union, as for example the EUROFOR projectwhichI launched by own initiative in 1993 and which served
as platform for the launching of the first legislative initiative of the European Parliament on the basis of article 138b of the Maastricht Treaty. This project - run by the National Office of forests in France (ONF) - resulted, in December 1998, in the adoption
by the Council of the legal basis for a European strategy in the sector of forests. The book “Europe and the Forest” (in three volumes) - which was the outcome of this project - was prefaced by Mrs. Nicole PÉRY, Vice-President of
the European Parliament and published by the Office for Official Publications of the European Communities (OPOCE).
Others have contributed to revise EU negotiation positions or Community policies in this field, as the documents on “the agricultural agreements within the framework of the Uruguay Round of the GATT”, “the inter-professional in the wine
sector”, “the reform of the common organization of markets in the tobacco sector», «the reform of the common organization of markets in the fruits and vegetables sector”, etc.
Others proportion a global vision of complex topics, such as the document on the “EU-Latin America
relations”, which addresses the subject from a historical, cultural, commercial, institutional and political point of view, etc., not forgetting the importance of agriculture and forests for the development, the food security and the protection
of the environment of these countries.
Finally, The Manuals
on the Common Agricultural Policy and its reform, the Common Fisheries Policy and the Forest policy of the Union, also occupy a prominent place in this long list of documents.
Many of those documents have been presented at conferences, seminars, congresses, seminars, symposiums, etc., to which I was invited to participate
at an international level and have thus contributed to raising awareness of common actions and policies, both in the Member States of the Union and in third countries. These documents are marked with an asterisk (*).
Though most of these documents are now of historical value, they nevertheless constitute
a very useful reference when dealing with hot topics that require a solid technical and legislative foundation, as for example the sustainable management of forests, the protection of forests against fires, the conservation of biodiversity in forests, the
use of agricultural and forestry products for energy, the promotion of the use of wood as eco material, the support to wood processing and the inter-professions in the forestry sector, the fight against deforestation and climate change, the conservation of
tropical and boreal forests, the need to protect wetlands and mountain regions, the support of the inter-professions in the wine-growing sector, the promotion of the growing of protein crops for the substitution of meat and bone meals in cattle feeding, the
negative impact of globalization to small family farms, the support for small-scale fishing in the coastal regions of the Union and of the associated countries, the EU policy of cooperation for development with countries of Asia, Africa and Latin America,
etc.
Nevertheless, certain documents
pertaining to sensitive areas (forest fires, biodiversity, sustainable forest management, climate change, globalization, food security, financial crisis, etc.) continue to be subject to updates, additions, or even review to take account of developments of
technical and/or political nature.
To all
my colleagues who participated in the realization of this impressive mass of work. Also to the many users who have made echo of their appreciation for the value and usefulness of information/assistance received, which helped us to combat the tyrannical mediocrity
of some administrative and political circles which tried to prevent the development of our projects or release our publications.
