• Objectif 

          L’objectif de ce site web est de faire plein feu sur la masse de travail accompli durant mes 30 ans de service au sein de la fonction publique européenne. Pour ce faire, les différents documents élaborés/édités durant cette période ont été regroupés et catalogués de façon systématique en fonction des matières concernées, la présentation étant faite sur base d’un schéma simple (cf. Méthodologie). Notre motivation était de faire connaître ce travail au-delà de ses confins actuellement limités aux utilisateurs habituels des Institutions Européennes et de contrecarrer la tendance de certains milieux administratifs et politiques hostiles à la science de restreindre sa diffusion, voire de l’occulter dans les archives notamment suite à mon départ en retraite fin 2011.

         Les différents documents (Études, Documents de Travail, Rapports, Fiches Techniques, etc.) qui y sont repris ont été élaborés soit par moi-même, soit par des fonctionnaires, experts, chercheurs, consultants, stagiaires, etc., qui ont travaillé individuellement ou collectivement sous ma direction, au sein des différentes Divisions, Unités, Groupes de travail, etc., que j’ai dirigés au fil des années.

          En fait, ces documents constituent un véritable arsenal de données - aussi bien de type «lourd» (analyse approfondie), que de type «léger» (synthèse ou présentation abrégée) - qui ont été répertoriées, analysées et synthétisées de façon systématique et qui peuvent toujours être utiles lors des mises à jour et/ou d’un réexamen approfondi des sujets en question.

• Méthodologie

         Le site web suit la structure du Document "Catalogue général des Documents édités par ou sous la direction du Dr. Angel ANGELIDIS en matière des politiques européennes 1988-2011", Doc PE 442.239, B-7/REV FR-11-2011. Il couvre plusieurs domaines, qui relevaient de mes compétences de Chef de Division, puis de Conseiller, au sein du Secrétariat Général du Parlement Européen (1988-2011). Le site web contient aussi des références d’autres ouvrages que j’ai réalisés auparavant en tant qu’administrateur principal au sein de la Commission Européenne (1980-1987) et de Directeur au sein de la fonction publique hellénique (1975-1979). J’y ai ajouté les références des ouvrages achevés après mon départ en retraite (fin 2011).

        Les travaux réalisés sont répartis en douze catégories (cf. Appendice) qui correspondent à une logique intra- et inter- sectorielle, le secteur primaire (agriculture, forêts, pêche) étant de par sa propre nature étroitement lié au développement régional, aux PME, à la politique commerciale, à l’environnement, à la coopération au développement et au budget. Par ailleurs, ces travaux correspondent parfaitement à la problématique globale des secteurs en question pendant la période concernée.

        Il convient de signaler que le site se limite à citer les titres des documents élaborés/publiés - assortis, le cas échéant, des résumés ou des présentations abrégées - le texte intégral des documents en question étant de taille trop importante qui ne permet pas leur affichage électronique.

        Le lecteur est donc invité à chercher le document qui l’intéresse dans  l’ANNEXE (Catégories des Documents), àcliquer sur la catégorie qui lui correspond au mieux et à décharger la référence ou le résumé disponible. L'utilisateur est prié de respecter les règles de l'éditeur pour l’utilisation et le droit d'auteur. Le texte intégral des documents cités peut-être être obtenu ou consulté - pourvu que le document en question ne soit pas limité à un usage interne seulement - dans les collections historiques de la bibliothèque du Parlement Européen à Luxembourg. • Nature des ouvrages

         Les ouvrages cités sont l’aboutissement de programmes et projets de recherche multidisciplinaires, conçus par moi-même et réalisés grâce à la motivation et la compétence de mon équipe composée de chercheurs de différentes origines et formations, qui  -  recrutés sur base de leurs qualifications professionnelles et animés par leur superviseur  -  ont réussi à mettre en œuvre une recherche polyvalente, objective et indépendante au service de l’Union Européenne, ce qui a largement compensé le déficit chronique des moyens administratifs mis à notre disposition.

         Ces documents ont été rédigés, révisés, édités et diffusés au sein des Institutions Européennes. Plusieurs d'entre eux ont servi de support technique pour l’élaboration d’avis de la Commission Européenne (notamment dans le cadre de l’élargissement à la Grèce, à l’Espagne et au Portugal) et du Parlement Européen (avis dans le cadre de la consultation du PE pour la mise en œuvre du programme législatif annuel communiqué par la Commission Européenne ou rapports d’initiative propre).

         Certains d’entre eux ont été extrêmement innovateurs pour leur époque, comme par exemple le document de travail sur «l’Encéphalopathie Spongiforme Bovine» (ESB/BSE) édité en 1990, qui fut parmi les pionniers à prendre position à l’égard du problème, ayant avancé la thèse (vérifiée en suite par des recherches scientifiques) que le prion était l’agent pathogène de la «maladie de la vache folle» et que les farines animales contaminées étaient le vecteur de transmission de cette maladie (confirmée par les conclusions du rapport Vasco GARCIA).

          D’autres ont été à la base de nouvelles actions de l’Union, comme par exemple le grand projet EUROFOR que j’ailancé par initiative propre en 1993 et qui a servi de plateforme pour le déclenchement de la 1ère initiative législative du Parlement Européen au titre de l’article 138B du Traité de Maastricht. Ce projet - exécuté par l’Office National des Forêts de France (ONF) - a abouti, en décembre 1998, à l’adoption par le Conseil de la base juridique pour une stratégie européenne dans le domaine des forêts. L’ouvrage "L'Europe et la Forêt" (composé de trois volumes) - qui est issu de ce projet - fut préfacé par Mme Nicole PÉRY, vice-présidente du Parlement Européen et édité par l’Office des Publications Officielles des Communautés Européennes (OPOCE).

         D’autres ont contribué à réviser les positions de négociation ou les politiques communautaires en la matière, comme les documents sur «les accords agricoles dans le cadre de l’Uruguay Round du GATT»,  «les interprofessions dans le secteur viti-vinicole», «la réforme de l’OCM du tabac», «la réforme de l’OCM des fruits et légumes», etc.

        D’autres proportionnent une vision globale des sujets complexes, comme le document sur «Les relations UE-Pays d’Amérique latine», qui aborde le sujet d’un point de vue historique, culturel, commercial, institutionnel, politique, etc., sans oublier l’importance de l’agriculture est des forêts pour le développement, la sécurité alimentaire et la protection de l’environnement de ces pays.

       Enfin, les Manuels sur la Politique Agricole Commune et sa Réforme, la Politique Commune de la Pêche et la Politique Forestière de l’Union, occupent aussi une place prépondérante dans cette longue liste des documents.

       Bon nombre de ces mêmes documents ont été présentés lors de conférences, séminaires, congrès, colloques, symposiums, etc., auxquels j’ai été invité à participer au niveau international et ont ainsi contribué à faire connaître les actions et politiques communautaires, aussi bien dans les Etats membres de l’Union que dans les pays tiers. Ces documents sont marqués d'un astérisque (*).

       Bien que la plupart de ces documents ont désormais une valeur historique, ils constituent néanmoins une référence très utile lorsqu'on traite des sujets d’actualité qui nécessitent un solide fondement technique et législatif, comme par exemple la gestion durable des forêts, la protection des forêts contre les incendies, la conservation de la biodiversité dans les massifs forestiers, l’utilisation de produits agricoles et forestiers à des fins énergétiques, la promotion de l’utilisation du bois comme éco matériau, l’appui à la filière de transformation du bois et des interprofessions du secteur forestier, la lutte contre la déforestation et le changement climatique, la conservation des forêts tropicales et boréales, la nécessité de protéger les zones humides et les régions de montagne, le soutien des interprofessions dans le domaine viti-vinicole, la promotion de la culture des protéagineux pour la substitution des farines animales dans l’alimentation du bétail, l’impact négatif de la mondialisation aux petites exploitations agricoles familiales, l’appui à la pêche artisanale dans les régions côtières de l’Union et des pays en développement associés, la politique de coopération au développement de l’UE avec des pays d’Asie, d’Afrique et d’Amérique latine, etc. 

        Toutefois, certains documents qui relèvent des domaines sensibles (incendies de forêt, biodiversité, gestion forestière durable, changement climatique, mondialisation, sécurité alimentaire, crise financière, etc.) continuent à faire l’objet de mises à jour, d’ajouts, voire de révision pour tenir compte des évolutions à caractère technique et/ou politique.

         A tous mes collaborateurs qui ont participé à la réalisation de cette impressionnante masse de travail. Aussi aux nombreux utilisateurs qui ont fait écho de leur reconnaissance/gratitude pour la valeur et l’utilité de l’information/assistance reçue, ce qui nous a aidés à combattre la médiocrité tyrannique de certains cercles administratifs et politiques qui ont essayé de nous empêcher de réaliser nos projets ou de divulguer nos ouvrages.

• Objective

          The purpose of this website is to throw full light on the work mass accomplished during my 30 years of service in the European public service. To do this, the various produced/published documents during this period were consolidated and catalogued on a systematic basis according the materials concerned, the presentation been based on a simple schema (see Methodology). Our motivation was to publicize this work beyond its confines currently limited to regular users within the European Institutions and to counteract the tendency of certain administrative and political circles hostile to science to restrict its dissemination and even shadow it in the archives, especially after my retirement on a pension scheme end of 2011.

         The various documents (Studies, Working papers, Reports, Fact sheets, etc.) listed therein have been developed either by myself or by officials, experts, researchers, consultants, interns, etc., who have worked individually or collectively under my direction, within the different Divisions, Units, Working groups, etc., that I have directed over the years. 

         In fact, these documents are a veritable arsenal of data - both of "heavy" type (in-depth analysis), and "light" type (synthesis or abbreviated presentation) - listed, analyzed and synthesized in a systematic way and which can still be useful when updates or in-depth review of the topics in question takes place.

• Methodology 

         The website follows the structure of the Document "General Catalogue of the Documents published by or under the direction of Dr. Angel ANGELIDIS in the field of European policies 1988-2011", Doc PE 442.239, B-7/REV FR-11-2011. It covers several areas that fell within my competence as head of Division, then as Counselor, within the General Secretariat of the European Parliament (1988-2011). The website also contains references to other works I made previously as a principal administrator in the European Commission (1979-1987). I've added the references of the works completed after my retirement (end of 2011).

         The work carried out is divided into twelve categories (cf. APPENDIX) that correspond to an intra - and inter-sectorial logic, the primary sector (agriculture, forestry, fishing) been by its very nature closely linked to regional development, SMEs, trade policy, environment, cooperation for development and the budget. Moreover, these works correspond perfectly to the overall challenging of the sectors in question during the period in question.

        It should be noted that the website is limited to quote titles of elaborated/published documents - assorted, in some cases, by summaries or abbreviated presentations - the full text of the documents in question been of significant size that does not allow their electronic display.

         Thus, the Reader is invited to seek the document that interests him in the APPENDIX (Categories of Documents), click on the category that best suits to it and download the available Reference or Summary from the site. The user is requested to abide by the rules of the Publisher for use and copyright. • Nature of works

         The quoted works are the culmination of programs and multidisciplinary research projects, designed by myself and realized thanks to the motivation and competence of my team composed of researchers from different origins and formations, who - recruited on basis of their professional qualifications and animated by their supervisor - were able to implement a comprehensive, objective and independent research at the service of the European Union, which more than offset the chronic deficit of administrative means put at our disposal.

         These documents were written, edited, published and distributed within the European Institutions. Several of them served as technical support for the preparation of the opinion of the European Commission (in particular in the enlargement to Greece, Spain and Portugal) and of the European Parliament (opinion in the framework of the EP consultation for the implementation of the annual legislative program submitted by the European Commission or of own-initiative reports).

         Some of them have been extremely innovative for their time, as for example the working document on the “Bovine Spongiform Encephalopathy” (BSE/BSE) published in 1990, which was among the pioneers to take a stand against the problem, having advanced the thesis (afterwards verified by scientific research) that the prion was the pathogen of the “mad cow disease” and that the contaminated animal feeding stuffs were the vector of transmission of this disease (confirmed by the findings of the Vasco GARCIA report).

         Others were at the base of new actions of the Union, as for example the EUROFOR projectwhichI launched by own initiative in 1993 and which served as platform for the launching of the first legislative initiative of the European Parliament on the basis of article 138b of the Maastricht Treaty. This project - run by the National Office of forests in France (ONF) - resulted, in December 1998, in the adoption by the Council of the legal basis for a European strategy in the sector of forests. The book “Europe and the Forest” (in three volumes) - which was the outcome of this project - was prefaced by Mrs. Nicole PÉRY, Vice-President of the European Parliament and published by the Office for Official Publications of the European Communities (OPOCE).

         Others have contributed to revise EU negotiation positions or Community policies in this field, as the documents on “the agricultural agreements within the framework of the Uruguay Round of the GATT”, “the inter-professional in the wine sector”, “the reform of the common organization of markets in the tobacco sector», «the reform of the common organization of markets in the fruits and vegetables sector”, etc. 

        Others proportion a global vision of complex topics, such as the document on the “EU-Latin America relations”, which addresses the subject from a historical, cultural, commercial, institutional and political point of view, etc., not forgetting the importance of agriculture and forests for the development, the food security and the protection of the environment of these countries.

         Finally, The Manuals on the Common Agricultural Policy and its reform, the Common Fisheries Policy and the Forest policy of the Union, also occupy a prominent place in this long list of documents.

         Many of those documents have been presented at conferences, seminars, congresses, seminars, symposiums, etc., to which I was invited to participate at an international level and have thus contributed to raising awareness of common actions and policies, both in the Member States of the Union and in third countries. These documents are marked with an asterisk (*).

         Though most of these documents are now of historical value, they nevertheless constitute a very useful reference when dealing with hot topics that require a solid technical and legislative foundation, as for example the sustainable management of forests, the protection of forests against fires, the conservation of biodiversity in forests, the use of agricultural and forestry products for energy, the promotion of the use of wood as eco material, the support to wood processing and the inter-professions in the forestry sector, the fight against deforestation and climate change, the conservation of tropical and boreal forests, the need to protect wetlands and mountain regions, the support of the inter-professions in the wine-growing sector, the promotion of the growing of protein crops for the substitution of meat and bone meals in cattle feeding, the negative impact of globalization to small family farms, the support for small-scale fishing in the coastal regions of the Union and of the associated countries, the EU policy of cooperation for development with countries of Asia, Africa and Latin America, etc. 

         Nevertheless, certain documents pertaining to sensitive areas (forest fires, biodiversity, sustainable forest management, climate change, globalization, food security, financial crisis, etc.) continue to be subject to updates, additions, or even review to take account of developments of technical and/or political nature.

          To all my colleagues who participated in the realization of this impressive mass of work. Also to the many users who have made echo of their appreciation for the value and usefulness of information/assistance received, which helped us to combat the tyrannical mediocrity of some administrative and political circles which tried to prevent the development of our projects or release our publications.
