L'INGRATITUDE DES POLITICIENS GRECS

     Tout au long de sa carrière, le Dr. Angel ANGELIDIS a exercé ses fonctions avec la rigueur, objectivité et impartialité imposées par sa formation scientifique et dans le respect des dispositions statutaires des fonctions publiques nationale et européenne pour lesquelles il a travaillé, sans jamais se plier ou se conformer aux pressions administratives ou politiques lorsqu’elles se manifestaient pour le forcer d’aller dans un sens contraire à ses convictions. Sa bravoure et performance lui ont valu la reconnaissance des personnalités et autorités de différentes nationalités et tendances politiques, reflétée par les innombrables invitations qui lui furent adressées pour participer/intervenir à des conférences et autres événements de très haut niveau et les multiples distinctions honorifiques qui lui furent concédées par des organisations de différents Etats et Chefs d’Etat (cf. Curriculum Vitae).

     Le Dr. ANGELIDIS a exercé par excellence ses activités au niveau international et la reconnaissance de sa contribution fut par conséquent internationale. La Grèce, son pays natal, fait malheureusement une rare exception à ce constat [1], les responsables politiques grecs ayant manifestement manqué de reconnaître sa contribution qui fut pourtant décisive pour conclure les négociations d’adhésion en 1979 avec des conditions très favorables pour la Grèce. Ainsi, une fois les négociations terminées, le Dr. ANGELIDIS - qui avait pourtant travaillé sans relâche pour l’intérêt du pays et sans afficher d’appartenance politique - ne fut pas compris dans la liste des personnalités proposées en 1981/1982 par le gouvernement grec pour occuper des postes de grade élevé (A1, A2, A3) au sein de l’administration communautaire («quota grec»). Cependant, en dépit de cette «omission», le Dr. ANGELIDIS a pu finalement accéder en 1987 au poste A3 (Chef de Division) au Parlement Européen, sur mérite propre, suite à un concours externe ayant été classé premier dans la liste des lauréats, ce qui a voué a l’échec les tentatives de détournement de sa nomination en faveur d’autres candidats soutenus par des groupes politiques grecs…

     Le manque d’appui politique et le désintérêt du gouvernement grec pour les secteurs relevant de la compétence du Dr. ANGELIDIS (agriculture, pêche, forêt – qui sont pourtant d’une importance capitale pour l’économie grecque) ont perduré tout au long de sa carrière au sein des Institutions européennes, ce qui a eu pour conséquence que quasiment la totalité de ses activités soient déroulées en rapport/sur demande/au bénéfice d’autres Etats membres de l’UE, notamment la France, l’Espagne et le Portugal, ou des pays tiers anglophones, francophones et hispanophones.

     Par contre, les autorités grecques ont insisté sur l’accès de privilégiés des groupes politiques à des hauts grades administratifs européens dans des domaines sans intérêt pour le pays, tels que la traduction/interprétation, l’administration des bâtiments du Parlement Européen, etc.

     Le manque d’appui politique dans une Institution à caractère fortement politique – tel que le Parlement Européen – a eu pour conséquence de fragiliser la position du Dr. ANGELIDIS en tant que Chef de Division, faiblesse qu’il a pu contrecarrer seulement moyennant un effort titanesque de performance reflété par la quantité et la qualité des documents produits, rendement évalué supérieur à celui d’une Direction Générale (cf. liste des documents élaborés/édités durant la période 1988-2011).

     Si ce rendement jugé exceptionnel a consolidé la réputation interinstitutionnelle du Dr. ANGELIDIS en tant qu’expert confirmé dans les domaines agro-alimentaire et forestier, il a cependant attiré l’hostilité de l’administration qui a bloqué son avancement de carrière, aidée par la complaisance des groupes politiques grecs. Le Dr. ANGELIDIS a eu recours à la Cour de Justice européenne pour vice de procédure à un concours pour un poste de Directeur au Parlement Européen. La Cour lui a donné raison, a annulé la nomination de l’autre candidat (favori de l’administration) et a ordonné le recommencement de la procédure du pourvoi du poste en question. Finalement l’administration a réussi quand même de nommer son candidat préféré par une autre manipulation de la procédure et la connivence des vice-présidents grecs au Bureau du Parlement.

     En dépit de son amertume pour ce comportement lamentable des politiciens grecs et le grand préjudice qu’il en a subi, le Dr. ANGELIDIS est resté un patriote fervent et promoteur des valeurs de la civilisation grecque dans le monde entier. Il convient de mentionner à cet égard sa contribution unique en tant que chantre de musique sacrée byzantine pour assurer la célébration des traditionnelles matines orthodoxes grecques de mardi matin lors des séances plénières du Parlement Européen à Strasbourg.

     Le Dr. ANGELIDIS était censé de partir en retraite le 01.11.2011. Son départ imminent aurait cependant laissé un vide d’expertise dans les structures administratives du Parlement Européen concernant les domaines de sa compétence. Pour cette raison, Joseph DAUL, Président du Groupe PPE a demandé au Secrétaire Général du Parlement Européen de maintenir le Dr. ANGELIDIS actif dans son service jusqu’à la fin de l’année 2011.

     A partir du 01.01.2012, le Dr. Angel ANGELIDIS est un Consultant/Expert indépendant dans les domaines de l’agriculture, de la pêche et des forêts. Il est aussi intéressé par l’histoire militaire, la géopolitique et la géostratégie. Il est membre de l’Union Royale des Sociétés de Tir de Belgique.

THE INGRATITUDE OF GREEK POLITICIANS

     Throughout his career, Dr. Angel ANGELIDIS has served with the rigor, objectivity and impartiality imposed by his scientific training and in compliance with the provisions of the national and European public services for which he worked, without never bend or conform to the administrative or political pressures when they manifested to force him to go in a direction contrary to his beliefs. His bravery and performance earned him the recognition of the personalities and authorities of different nationalities and political trends, reflected in countless invitations that he received to participate/intervene at conferences and other events of very high level and in multiple honors which he was granted by organizations of various States and heads of State (see Curriculum Vitae).

     Dr. ANGELIDIS has exercised by excellence his activities at the international level and the recognition of his contribution was therefore international. Greece, his native country, unfortunately is a rare exception to this finding^[1], Greek politicians having clearly failed to recognize his contribution which was decisive to conclude the accession negotiations in 1979 with very favorable conditions for Greece. Thus, once the negotiations completed, Dr. ANGELIDIS - who had yet worked tirelessly for the interests of the country and without political affiliation - was not included in the list of the persons proposed in 1981/1982 by the Greek Government to hold high rank positions (A1, A2, A3) within the Community administration (“Greek quota”). However, despite this "omission", Dr. ANGELIDIS could finally access in 1987 the A3 post (head of Division) in the European Parliament on own merit, following an external competition having been ranked first in the recruitment list, which made impossible attempts to misuse of his appointment for other candidates supported by Greek political groups...

     The lack of political support and the disinterest of the Greek Government for the areas within the jurisdiction of the Dr. ANGELIDIS (agriculture, fisheries, forest - which are of capital importance for the Greek economy) have endured throughout his career within the European Institutions, which had the consequence that virtually all of its activities were conducted in connection / on request / for the benefit of other Member States of the EU namely France, Spain and Portugal, or third English, French and Spanish speaking countries.

     On the other hand, the Greek authorities insisted on the access to senior European administrative positions by privileged candidates of the political groups in areas of no interest to the country, such as translation/interpretation, the administration of the buildings of the European Parliament, etc.

     However, the lack of political support in an strongly political Institution - such as the European Parliament - has led to undermine the position of Dr. ANGELIDIS as head of Division, weakness that he was able to thwart only through an enormous personal performance reflected by the quantity and quality of the documents he produced, an output rated higher than that of an entire Directorate-General (see list of drafted/published documents during the 1988-2011 period).

     Whereas this outstanding performance has consolidated the interinstitutional reputation of Dr. ANGELIDIS as a confirmed expert in the agri-food and forestry areas, it has however attracted the hostility of the administration which blocked his career advancement, assisted by the complacency of the Greek political groups. Dr. ANGELIDIS had recourse to the European Court of Justice on a procedural fault in a competition for a position of Director at the European Parliament. The Court gave him reason, cancelled the appointment of another candidate (the favorite of the administration) and ordered the restarting of the procedure for the position in question. Eventually the administration still managed to nominate its preferred candidate by another manipulation of the procedure and the connivance of the Greek vice-presidents on the Bureau of the Parliament.

     Despite his bitterness for this lamentable behavior of Greek politicians and the great damage he has suffered, Dr. ANGELIDIS remained a fervent Patriot and promoter of the values of the Greek civilization in the world. It is worth mentioning in this regard his unique contribution as Cantor of byzantine sacred music for the observance of traditional Greek Orthodox Matins in Tuesday morning at the plenary sessions of the European Parliament in Strasbourg.

     Dr. ANGELIDIS was supposed to go on retirement the 01.11.2011. His imminent departure would however leave a vacuum of expertise in the administrative structures of the European Parliament concerning the fields of his competence. For this reason, Joseph DAUL, Chairman of the EPP Group, asked the General Secretary of the European Parliament to maintain Dr. ANGELIDIS active in his service until the end of the year 2011.

     From the 01.01.2012 onwards, Dr. Angel ANGELIDIS is an independent Consultant/Expert in the fields of agriculture, fisheries and forests. He is also interested in military history, geopolitics and geostrategy. He is a member of the Royal Union of shooting societies of Belgium.
